upgrading internet network

My parents have an old Dell with Windows "XP ( I think ) that I'm trying to get data off of. They used to have Verizon dial up and recently switched to Xfinity internet and I can't get it to recognize or utilize the new network. In control panel under networks, it always asks for the phone number to access. Any ideas?
