Cannot install anything on windows 8.1.

Whenever i download and try to install any software or game ,it dosen't install.After clicking on YES in the allow this software to make changes to your computer pop up menu, nothing happens and my computer seems to stuck .I press the alt+ctrl+Del and then open the task bar to close the window but the taskbar dosen't open even... Plz..Help me!!
