How do I copy a JPEG image using clipboard?

I am writing a document in Scribus which requires a number of illustrations. I have to put these on clipboard in order to save the file. I am totally unable to get JPEG images onto Clipboard. I can get PNG files on there and subsequently paste them onto the Scribus document. I can copy and paste individual JPEG images but they do not get onto clipboard (presumably they go via clipboard but do not count as one of the 24 or 25 items that clipboard can save and hold). This limits my ability to illustrate this document. What do I have to do to get JPEG images onto clipboard and stay there?
