Windows Hello Setup stuck at "Make sure your face is centered in the frame"

Windows Hello Face stopped working for me a long time ago (a couple of years at least). When it first stopped working, I tried searching for answers but none of the solutions have worked. I would really like it to work so I tried again today, but have still had no success.

At first I managed to make it worse. It went from "Unable to open your camera" to "We couldn't find a camera compatible with Windows Hello Face".

After uninstalling the camera device drivers and re-installing them from the HP Support web site, Windows Hello now recognizes the camera and can open it. However, when I go through the setup procedure, it gets stuck. I can do the following steps:

- Open Settings -> Accounts -> Sign-in options and select Windows Hello Face

- Click Set up

- Click Get started

- Enter PIN

A window opens displaying a feed from my camera, along with the message "Make sure your face is centered in the frame".

I do that and wait. And wait. And wait. And nothing happens. In fact, it's been open the whole time I've been entering this message.
