Right Click >"Save as" > "New Folder" - Creating New Folder Hangs in Windows 10 Pro

"Save as" Create New Folder Hangs (Right Click)
When trying to create a new folder using right click from within MANY programs for a Save As function, the system hangs (crashes).

To duplicate these results:

1. Open a program (or Edge/Chrome Browser)

2. Open a file (or Browser and find something to save)

3. Save As (or in browser right click on thing to save)

Note: Clicking the "New Folder" button here does no cause a problem. Only Right-Clicking:

4. Right Click > "New Folder" (or in browser click "Save as image")

Note: This does NOT happen with:

1. Explorer.exe, Firefox or IE11
