"Administrator" blocking software download.

Trying to download necessary software from Fidelity Investments. Message: "Your administrator has blocked this application because it potentially poses a security risk to your computer." I am the admin. I've had this computer for 2-3 years. It usually asks if I want to allow the download. It's the setup.exe.
