Title is self-explanatory. I have Windows installed on a M.2 SSD and every time I start my PC, all the applications on the taskbar never load up. I have to literally click on the taskbar once, and then the page will refresh and all the apps will show up. I have done everything from:
This also happens on my girlfriend's new PC I built for her, the taskbar never loads up until it is clicked. Is it because the SSD is too fast on bootup, that Windows doesn't load fast enough?

- reinstalling Windows
- restoring to a point where it never happened before
- updating all my drivers
- even switched GPUs in the time span that this has been happening
