Windows 10 does not detect Logitech C615 HD USB Webcam on Surface Book Pro 3

I have 3 different PCs: HP ProBook 6470b, Surface Pro 3, and a Surface Book Pro 3. Each run the latest version of Windows 10 Pro v.20H2. At the start of this Pandemic, I purchased a Logitech HD Webcam C615 brand new from Amazon. I needed better functionality than I was getting from my internal webcams on my PCs. The camera worked great, even through several updates through the summer and winter. Last month, I purchased my Surface Book Pro 3 directly from the Microsoft Business & Educational team. What I have encountered, however, is that the Logitech HD Webcam C615 does not work on the Surface Book Pro 3. Device Manager reflects an error and no programs can detect it. I have uninstalled/reinstalled the driver, went to Logitech's site and downloaded the drivers for the HD Webcam C615 myself, I have updated the firmware (today) and completed all other updates and other installations required. I still have the same result - the camera works perfectly fine on the HP ProBook 6470b and the Surface Pro 3.

Is it possible there is a hardware incompatibility issue? If it is a hardware incompatibility issue, what can be done about this? Not even trying to run the Program Compatibility Troubleshooter would resolve this issue. Anyone have any suggestions? It is important to me because I purchased the Surface Book Pro 3 specifically for my business and I use it nearly exclusively for business. The internal camera is really good on this device, but there are times when the external camera is just more important to use for my work than the internal camera, so it is important to get this issue resolved or it diminishes one of the primary reasons I purchased this device. Any suggestions?
