OptiPlex 790 SFF USB ports disabled when windows starts to load but works during post screen and in bios

Hello, I have a problem where my USB ports are disabled when windows starts to load but it works during the post screen and in the bios. I don't know why this is happening as this started randomly a few days ago and I tried a few things to fix it but it still doesn't work. My mouse and keyboard are also USB meaning I can't use those during the login screen. I am guessing it is a driver issue.


Things I tried:


Taking the CMOS battery

Tried all USB ports

Checking Bios to see if USB was disabled

i5 2400

Intel HD 2000 (Intergraded graphics)

8GB ram

2000 GB hard drive

D28yy motherboard

240-watt gold power supply (stock)
