Desktop icons rearranging themselves after reboot

I'm on Windows 10 (2004 Update) Build 19041.746

This started happening recently, my desktop icons is always rearranging themselves after every restart.

i have arranged them many times as i need and whenever i restart, they comeback to the weird arranging.

Auto arrange icons & Align items to grid is enabled. and i don't plan to disable them permanently, because i used to it.

Solutions i've tried but didn't work :

  • Disable & Enable Auto arrange icons/Align items to grid
  • Delete IconCache.db from "C:\Users\User\AppData\Local" and let windows re-create it.
  • Disable/Untick Allow themes to change desktop icons from theme settings & Personalize.
  • Running sfc /scannow with CMD as administrator and also running DISM restore via CMD
  • Re-installed Graphics Driver and it's latest version.
  • Make (Right Click > Sort by > Date modified and reboot) but they still rearrange after reboot.
  • Changing Screen Resolution.

Nothing of the above worked, everytime i restart, they keep rearranging themselves with the same weird order/sorting.

What causing this issue?
