The e-mail linked to my laptop account was hacked and now I can't access administrative functions.

The e-mail that is linked to my laptop was hacked, and now I can not sign in to make changes to my laptop. I can not download apps or run apps as administrator because the entire security of my laptop was linked to this e-mail. How do I change the e-mail linked with my laptop? I have tried to make a second account, but it does not have permission to do a lot.
