Why my computer shuts down immediately after starting?

I have a problem after starting my computer it shuts down after 1 second , the red light and fans start for a short time (less than 3seconds) then they stop working , however the red light from my computers mouse wont turn off and i can hear a weak continuously sound like (sssssss) out of computer speakers before i completely turn the computer off.
