Settings not getting save in windows xp sp3

[ULTR4G4M1NG]

I am using windows xp service pack 3 and after few days it started to get hang not responding errors or newdev.dll missing errors. I searched the internet and i did some research in the properties tab in My Computer and gone in performance I saw there that memory usage was set to system cache. Did it affect the system filesissing error or something else?
