Upgrade Windows 10 from Build 1909 to 20H2 keeps failing with message: Error code 0xC1900101 – 0x20003

I tried multiple times to upgrade Windows 10 from Build 1909 to 20H2 but it keeps failing with folllowing message:

Error code 0xC1900101 – 0x20003

The installation failed in the SAFE OS phase with an error during the INSTALL_UPDATES operation

Windows 10 20H2 Setup was run from downloaded ISO File (Mounted)

All Windows Updates are installed, c:\windows\SoftwareDistribution cleaned/deleted, WU Troubleshooter says ok.

Windows Store ist clean an d up to date.

Windows 10 Build 1909 runs without problems, Eventlog is clean (no errors).

Device Drivers and BIOS are up to date (Dell Update Utility, drivers show no exclamation mark).

Free Disk Space > 60GB.


Chkdsk c: says no errors.

sfc /scannow

Dism /Online /Cleanup-Image /CheckHealth

Dism /Online /Cleanup-Image /ScanHealth

Dism /Online /Cleanup-Image /RestoreHealth

Rundll32.exe pnpclean.dll,RunDLL_PnpClean /DRIVERS /MAXCLEAN


I have upload the SetupDiag log file if someone can have a look.
