Run Command Prompt as Administrator in Safe Mode

Hi,

I think I have to reset my computer because I can't access anything once I log into my accounts. Basically it starts up and let's me sign into my account but the desktop and task bar are missing all their icons, the start button will not open and only turns the cursor into a blue spinning circle when clicked. I can get out of this with Ctrl+Alt+Dlt, and I've tried a number of things in restores and troubleshooting. A week or two before this happened my original user account started to fail and I managed to use the command prompts to create a new account/profile and turn that to the admin account, and start backing up my files, but I didnt completely finish.


Now I can boot into safe made, and open the command prompt, and read how to back up files by opening notepad. While I can see all the folders that contain my files, theyre all empty (I'm assuming because I'm not in command prompt as the admin).


Is there a way to use the command prompt as the admin from safe mode?
