PC High Latency Issues after installing new motherboard

I recently upgraded my MSI B450 Tomahawk to a ASRock B550 Steel Legend, my previous hardware worked completely fine until I installed my hardware into the B550, I updated BIOS and installed all of the necessary downloads from the manufacturer website but my pc still has issues running things smoothly. It can run games but not as well as it should and when I open OBS studio to record gameplay, OBS can't even run at 60fps to capture smooth gameplay. I've done a fresh and clean install of windows 10 (twice) and I've had no luck. I've scoured the Google universe for a good week now and I just don't know what to do anymore.
