Latest Update (occured March 11, 2021) causing stutters or hitches every second and a half

Thought it was just the mouse at first, but it is the whole computer. (Affects everything). I do not see a recurring process in the Task Manager. No red marks in the Event Viewer. I have tried to disable some services and features but to no avail.


Originally i tried to remove the update, but it came back.

I tried to do a reset of Windows from a USB drive and clear all updates. But the problem still happens now even before the updates come back, but now I cannot find the updates to try and remove anymore.


I am close to a full windows reinstall, but not sure if that will help.
