Multiple Services Won't Start

We have a server problem after a shutdown and reboot that I can't seem to
find any solutions for. The server is a Windows 2003 Standard O/S with SP1
installed.

We shutdown the server yesterday morning to relocate within the server room.
After powering back on the server restarted differently than expected. We
recieved a message about a service or services not starting. We checked
services and many were not starting even though they are set to Automatice.
When clicking on these services or properties, they do nothing. Each returns
and error depending on what the service is dependent on if any.

Additionally, we looked in event viewer for clues, but clicking on events
does nothing. They will not open.

We went to network connections, but no network devices appears. The window
is blank. However, using netsh command we can change network settings.

We also tried Active Directory User and Computers to see if we could do
anything there, but no luck. None of the account properties will open.

We tried a Server repair using the original media, but it hangs with 25
minutes left.

I did find a couple things in google relating to what I explain, but they
are of no use to me as I can't read other languages.

Anyone else have this problem? What did you do to cure it?

looks like a case of "restore from last known good backup"
