How do you prevent specific users from shutting down or putting their computers in sleep mode?

I'm the IT person for a public health organization, all of whose employees are working remotely via VPN and remote desktop to Windows 10 computers in our physical office. As much as I try to discourage people from inadvertently shutting down or putting their remote computers in sleep mode, it happens at least once a week, which requires going to the office to manually turn their computer back on.


To stop this problem from occurring, I need to find out how to prevent specific Windows 10 users from shutting their remote computers down or putting them in sleep mode. However, I have only found articles giving instructions on how to prevent users from "shutting down, restarting, and putting their computers in sleep mode" collectively. It seems to be an all-or-none proposition.


But I only want to prevent users from shutting down or sleeping. I do not want them to lose access to the restart option, because periodically it is necessary for them to restart their computers to complete the installation of Windows updates.


Does this make sense? And does anyone on the forum know how to disable just the shut down and sleep functions for specific users?
