Stuck on 19041.685 and can't install Windows updates

I'm on Windows 10, 19041.685, and Windows Update stopped working a while ago.


Installing

  • 2021-03 Cumulative Update for Windows 10 Version 2004 for x64-based Systems (KB5000802)
    • Takes a long time, reaches 100%, doesn't install.
  • KB4601554 begins installation (.NET update). Fails:

  • KB5000802 fails too.
  • Event viewer: Installation Failure: Windows failed to install the following update with error 0x8024200B: 2021-02 Cumulative Update Preview for .NET Framework 3.5 and 4.8 for Windows 10 Version 2004 for x64 (KB4601554).
  • End result is:
    There were some problems installing updates, but we'll try again later. If you keep seeing this and want to search the web or contact support for information, this may help: (0x800f0900)


I tried... many things:

  • Manually downloading and installing the update (still failed)
  • Click "Download and install" for Feature Update 20H2. Running the upgrade wizard, takes a long time, fails.
  • Using the .NET Framework Repair Tool. No change.
  • Running the Windows 10 Troubleshooter
  • Read this guide: Troubleshoot problems updating Windows 10
  • Rename software distribution folders.


I also tried running

DISM.exe /Online /Cleanup-image /Restorehealth

This failed, but there's a hint what to do

The DISM log file can be found at C:\WINDOWS\Logs\DISM\dism.log


Running DISM looks like it could work - but I can't find the right ISO for my version (I'd like to try if there's a link / torrent / Rufus version that supports it).
