windows 10, Destination host unreachable

I'm having trouble with windows 10 PCs seeing other devices on the network. I get "Destination host unreachable" for ping and tracert. I have tried everything.


Here is my setup. I have 2 routers. The first is a hotspot that connects to the internet and it has ip 192.168.1.1. The hotspot feeds the Router at 10.0.0.1. I have the 2nd router because its a little smarter than the router inside the hotspot. After the router I have 4 unmanages switches (hops) to get to the rest of the network. Then there are 2 windows 10 PCs, and 5 IP cameras. The router sees all attached devices and assigns IP addresses 10.0.0.2 - 10.0.0.10. All devices are on the same subnet. The PCs are connected to the same switch along with other cameras.


Both PCs have windows 10, DHCP, can access both routers at 10.0.0.1 and 192.168.0.1, and can access the internet with default gateway 10.0.0.1. Neither PC can ping each other or ping any other cameras on 10.0.0.X. The cameras work. I can connect my android device to the wifi and access the cameras from my phone.


I have tried a lot. Both PCs have the same problem. I have turned off all firewalls. Network reset. ran all troubleshooter. Cleared the ARP cache. Done all of the ipconfig flushdns, release, renew. I have done all the netsh commands. I have been googling this for weeks.
