Win10 Update 20H2 fails w error 0xc1900101 (ACER logo freeze on reboot)

On a Win10 PC (Winver 1909 (bld 18363.1256)) I tried to update to 20H2. The installation progressed to the restart point, and then the computer froze (white circling dots stopped moving) when the ACER pre-bios logo screen appeared. I uninstalled all devices except mouse & keyboard and restarted with the power button. It kept freezing upon restarting, until eventually it said "rolling back installation".

I now realize that I had tried to install this same update several months ago, and went thru the usual hoops (disconnect from internet & run an offline update installer, run win10 update troubleshooter, delete old update folders, etc) until I finally gave up. I'm hoping someone can give me a more direct solution.

I'll put the contents of "C:\$Windows.~WS\Sources\Panther\setuperr.log" but please note -- the error log does NOT have today's date, so perhaps no error log was created
