Touch Keyboard and Handwriting panel Service is not working.

Touch Keyboard and Handwriting Panel Service is not working as a result Win +V clipboard is not working ot the search bar is also not working and i am unable to use the search in settings or file manager. I tried switching it on from computer management -> services but it does not automatically work on startup and requires me to start it manually from computer management -> services.
