Does installing Windows 10 over Windows 7 cause existing programs and utilities to be uninstalled?

I'm not talking about backups.
I'm not talking about data and files.
I'm not talking about copies of programs moved to some windows.old folder so they can manually be moved back later.
I'm not talking about whether said programs or utilities will actually work or not on Windows 10.
