Windows could not automatically detect this networks proxy settings ( have tried everything and nothing solves this)

Please can someone help me, I am having problems connecting to windows update and I quite often receive certificate errors for websites I know are fine. My problem is that windows cannot automatically detect my proxy settings. I've tried all the various fixes and nothing has worked. I have posted my ipconfig output so hopefully someone can help. This is a fresh install of windows 7 pro 32bit
