Cant use windows 7 product key to upgrade to Windows 8.1

Hi. I have a windows 7 machine (Packard Bell easynote TK) Wich will not let me upgrade straight to windows 10. I wanted to try upgrading to windows 8.1 (By extracting .Iso file and opening up installer) But it would not accept my windows 7 product key. Why is this happening? Is it because Windows 8.1 is not like windows 10 were you can use a windows 7 product key?
