laptop keyboard typing random letters and commends

ny friend old Toshiba satellite l450 laptop (still using win7) , is overwriting letters and sometimes it doesn't type some letters and when using CMD it it types letter like this /D /S and when clicking a folder with the mouse it opens it in a new window and some keys like arrows don't work as well until i hold insert key, still having having the same issues even when fully installed the OS again, how do i fix it? sorry if i am not being clear enough
