Can't install W10 over W7.

Last month I contacted MS support and asked if W10 can be installed over W10. The MS support agent said it could. I was lied to. I spent over 9 hours trying, including chatting to five MS support agents. One had me dancing around my computer as he viewed it and he thought he solved it. But it still wouldn't install. Another agent told me that MS had changed W10 to where it couldn't be installed over W7 as it used to be. The MS website says to buy a new computer as they know it is impossible to install W10 over W7. What is their motive?
