How do I get windows updates for a pc with a limited internet connection?

Is it possible to download a small log file from the pc that needs the updates and use that info to upload somewhere where I have a good web connection, on microsoft website, and then download the necessary windows updates, onto a USB drive, and then copy it to the pc that needs the updates?
