Connect to a remote machine by RDP

I can't connect to a remote machine by RDP using external IP address (I can connect to remote machine using private IP). When search the issue on internet, I found that I have to port forwarding from my router settings. But I am not using any routers, my Pc is connected to my phone internet through Wi-Fi and Hotspot, so how can I connect to a remote machine using external IP ?
