Sharing encrypted files

I have some files encrypted on my old Windows XP computer such as a scan of my social security card and a voided check for jobs.I forgot how to set it up so that my Windows 10 computer with the same limited account can access those files.They are on the same workgroup. I only want to grant access to the limited account "Slick", but Slick uses the same username and password on the XP, 7, and 10 desktops. I recently had to reformat the hard drive and do a clean reinstall of Windows on the win10 computers and now I get access errors trying to attach the files to an e-mail for a temp job
