Onedrive web site different than Onedrive PC

When I sync my IOS app PDF files to my onedrive, it shows up at onedrive.com site, but my PC Onedrive folders do not show the same files. I am using the same account info. Occasionally I will get the files from my app, but most of the time I have to go to the website and tell the site to download the file, which now downloads into my download folder on my PC.
