Windows 7 black screen with cursor

I normally started my pc and I switched my userThere is nothing but cursor. I can open task manager and there is explorer.exe process running but I can't see any kind of taskbar and start button. And i can't run system restore in F8 while booting. My pc is running with windows 6.1. Please help me
