Opening ports windows 7 for torrenting

Thanks for being here, I've been trying to suceedfully open port 15001 in both directions for a few months now unsuccedfully. I have a limited knowledge so I mostly Youtued it. Here is what I tried: Opened Windows 7 Ultimate Advanced firewall settings, Added In and Out program rules for uTorrent as well as created open port rules for TCP and UDP In and out bound rules with nothing blocked on any domain. I also found info and adding firewall rules via command propt with Admin rights netsh advfirewall firewall add rule name=L2TP_TCP protocol=TCP localport= 15001 action=allow dir=in netsh advfir
