I can't open programs on windows 7

My laptop running on Windows 7 has suddenly stopped running any programs. I restarted it multiple times. Ater letting it boot I could refresh,delete some shortcuts and open recycle bin. But I can't open Google Chrome or Control Panel. The laptop supports 64-bit but the windows is 32-bit
