Create shared desktop shortcut

This probably a very simple question for most of you, but how do you create
a desktop shortcut to shared by anyone who logs onto a Vista computer. In
the past, w/ XP and 2000, you can create a shortcut and put it in the
C:\Documents and settings\All users\desktop folder, but I can't seem to find
such folder in Vista.

C:\Users\Public is probably what you want. (Havent tested this myself.)

C:\Users\Public\Desktop is the location you need.
