Not opening a zip file, because of Internet Security

I got a zip file. When I'm going to run it, I face the message that my internet security setting prevented one or more files from being opened.I tried the help link which contains a guideline on how to change a level of a site in security zone table, but it didn't work... I mean I still have the problem. What can I do?
