CPU Periodically throttling to 30% gradually during high load times like playing videogames

This started after the march update where if i was playing a videogame, will be periodic lag spikes making my laptop lag to 1 frame per 5 seconds. So i reverted, i recently decided to update again since i heard that the issue was fix, and it was, but a new one occured, my laptop will now periodically throttle itself to 30% gradually during videogames. This is not a CPU thermal issue because the temperature will never exceed 85 degrees and i have disabled it reguardless using throttle stop. This is not a power issue because I have set the plug in mode and battery mode to be maxed out in regards
