Upgrade to Windows 8.1

I have recently refreshed my laptop from safe mode as it failed a critical update and resulted in Windows not being able to load. My computer came with Windows 8 but I have upgraded it to the free version of Windows 8.1. I'd like to upgrade again due to the refresh but could not find anywhere to do it. Is it not possible to upgrade to Windows 8.1 freely as previously?
