requested value cannot be determined

in 2017, created "droid dump" folder to empty phone (droid turbo) of pictures. dragged and dropped from phone to pc using usb cable. worked great. In 2019, performed same operation. Worked great again. In 2021, attempted to do the same thing but now "requested value cannot be determined". Please explain and FIX. BTW, same phone, same PC, same OS.
