Mouse Wheel Scroll Shows Image but doesnt work

When I try to scroll using the mouse wheel, a widget (sorry if that's not the correct term) comes up showing me the scrolling action, but nothing happens (see circled in red). This has never happened to me before so I'm at a loss. I'm running MS Office 10 pro. I'm sure it's some weird setting but I can't figure out which one. Any help would be most appreciated!
