Internet access Wimdows HP desktop

I have Orbic 4G LTE mobile hotspot device that I want to connect to my HP desktop running Windows 7. I have a Cisco router driver version 5.199.68.46 whose date is 3/28/2011, is this to old? I defined the mobile hotspot as Verison-RC400L-55 in the Manage wireless networks that use Wireless Network Connectrion but it does not show up the icon list, what is wrong?
