Launcher has stopped working

I'm running Windows 7 Ultimate, SP1 and every time I want to open some programs the program gets an error saying "Launcher has stopped working". Windows is working like a dream, so is the office programs, but some programs ( especially games ) seems to have this problem. I downloaded Borderlands 2 from Steam the other day and the problem followed. I've updated the .NET and C++ but still the problem remains. I also updated all my drivers , sound, screen etc. but still the problem remains.How can I fix it?
