Is it safe to use other operating system?

I have a low end pc with i3 processor and 4gb of ram. And currently I am using windows 10 64bit and it lags a lot of time during browsing and even playing gta sa Andreas. And i cannot compromise on security and privacy? Can I use windows 7 or any other operating system?
