why Linking ID in windows 7 does not works?

I wanna link my PC to my microsoft account . i use this way in windows7 : Control panel --> User accounts --> link online IDs --> Add an online ID providerwhen i click on ( Add an online ID provider) i fece this error:and the result is the same when i click on the "main page"link.please guide me it is necessary.
