installed ram some not usable

i got a second hand laptop with only 2gb ram and about 1.28 was usable.....i recently got another 2gb ram stick since it is a 32bit operrating system,and its now saying that 2.84gb is usable out of 4gbs.i was thinking if the intergrated graphics card used 700mb when i had only 2gb ram,if i could keep it like that when i put in the other 2gb ram stick........can somone help and see if its posible
