How can I turn off keyboard shortcuts?

I was trying to play a game and have to press f11 to enter fullscreen, but instead, it lowered my brightness. I also pressed f3 to see the debug menu, but in increased my volume. how can i turn keyboard shortcuts off? There is no graphics options or gpedit in my computer
