Network Issue: "your computer appears to be configured properly, but the DNS is not responding"

My computer seems to not be able to connect to the default DNS or any other DNS for that matter (8.8.8.8, OpenDNS, etc.). Things I have tried:- reboot PC- reboot router- change DNS settings from automatic to google or other public DNS- updated NIC driver- Network reset- flushed DNS cache in ipcofig folder- turned off Firewall (temporarily)- contacted my ISPThis issue only seems to be on this device. When I called my ISP, we confirmed that the IP address was correct and that the DNS is working for the router. My PC seems to connect to the router correctly when I ping the router, but then I'm no
