Black outline where cursor clicks on Google Chrome

Hi, I am having this weird thing happen where a black outlined rectangle appears whereever I click with my mouse on Chrome. This only happens on Chrome, however, I did not change any settings on Chrome so I don't understand where it came from. I played around with all of Chrome settings and Windows settings and cannot find the solution. Does anyone perhaps know where I can turn this off? Thank you!Photo for easy reference:
