Set Japanese IME to hiragana by default

Is there any way to make hiragana input the default in Japanese IME? I know that there are keyboard shortcuts but that is not the answer. This issue has been described in more detail at: Japaneses IME in hiragana by default

Hello there
The best thing you can do is update Windows. important points:
1. REMOVE the Japanese language before updating.
2. UPDATE WINDOWS and finally RESTART the system.
3. Now, INSTALL the language and the PACK and SET MY WINDOWS DISPLAY LANGUAGE.
*For me, these methods worked.
